I think we'll also need a way to specify whether additional arbitrary AVPs
are allowed in the command, i.e. something that equates to the '* [AVP]'
that appears in the ABNF for most of the command. Something along the lines
of:

<!ATTLIST requestrules
        arbitrary-avps (yes | no) "no"
>

Brian Cain also had a command DTD proposal but I haven't checked if it is
still true to the ABNF in the Diameter RFC:
