Xml Mailing List: Changes needed for Ethereal

I've had to add some subtypes to make things parse better with Ethereal.
(Ethereal now uses the XML dictionary for it's parsing . . . very nice)

Anyway, I made the following additions to types:

MIPRegistrationRequest, subtype of OctetString
  Ethereal calls the mobile ip dissector to take apart a MIP 
  packet embedded inside of an AMR . . . very pretty.

VendorId, subtype of Integer32
  So pretty names can be displayed for Vendor-Id and Supported-Vendor-Id
  avps.

AppId, subtype of Integer32
  So application ids can be displayed for Auth-Application-Id and
  Acct-Application-Id.

Changes will be put back when I merge with the stuff Mark did in the
gate.
