It may be that 802.11 itself will become the appropriate place for something like this. 802.11 is not limited by anything external (LMSC, IEEE SA) to just Layer 1 and Layer 2, only 802.11's charter itself is the limiting factor. There is a possible push to expand 802.11's charter upwards. If that happens, then this effort could very well fit there.
