It may be that 802.11 itself will become the appropriate place for
something like this.

802.11 is not limited by anything external (LMSC, IEEE SA) to just
Layer 1 and Layer 2, only 802.11's charter itself is the limiting
factor.  There is a possible push to expand 802.11's charter upwards. 
If that happens, then this effort could very well fit there.

I looked at the problem statement which is very nice and clear but IMHO
more appropriate for a standards group dedicated to 802.11
infrastructure standardization (something like 3GPP2 for CDMA 2000) and
not the IETF. Is there such a body? 

The IETF could assist such efforts by standardizing 802.11 MIBs, PIBs,
or LDAP schema. If this is not sufficient, then generic requirements
should be formulated that are not well addressed by the current set of
IETF protocols and should be addressed in the context of other security,
management work, etc.

Otherwise we can start similar efforts for  802.16, 802.20, etc.
