Dunno. Did they ever send a letter that said, "we are violating your precepts; will you please change them for us?"?
No, in fact just the opposite. Many of the security requirements in the EKMF were in fact written by people who were active in 11r. Early on, for example, we incorporated material on requirements contributed by Jesse Walker.
Rather than questioning the requirements, active 11r
participants authored many of them and overall the document
is fairly diligent about addressing the deficiencies in 11i that are pointed
out in the EKMF.
