As there's a lot of ongoing work related to this topic, we could 
keep revising this forever (and do more WG last calls; I think 
this is already the third one :-). 

However, I read through the document once more, and I think
this is a good enough snapshot as-is, and worth publishing
to achieve the discussions.

In other words: let's ship this one!
