This concludes my review. Overall, I think the document has a lot of good material, but needs a slightly tighter scope. For instance, I belive the discussion on payload routing is something that we could probably leave to others. Otherwise, the problem definition as such is in good shape. Where the document needs most work is in the description of the "issues" or "limitations" relating to various approaches to network selection. Material from Sections 3-5 should be gathered in one place for an in-depth discussion of the issues, and then the "existing work" and "conclusions" sections can be shorter. The document should also stop short of recommending specific IETF (or any other) activities, and focus on understanding the implications of the problems and some basic solution approaches. RFC 4284 should be used as an example when discussing some of the limitations.
