Hi Sam,
The proposed text was intended to clarify the immediate applicability of
the proposed solution only.  The included 3GPP specification references
(stage 2 and 3) explain exactly how the proposed solution is used for
3GPP/WLAN network selection.  The introduction section also provides
some usage models and rationale for EAP-based network advertisement, and
appendix provides detailed examples with network topology and railroad
diagrams.  But, I guess you still are not clear about the concept.  Hmmm
-- I guess we need to work on it more!  It would be nice if you file an
issue explaining what additional details you are expecting to see in the
document.
