Yes, you are right that the latest version of the draft does not describe the 
syntax or processing of decorated NAI - because it is done in 2486bis.  So, 
regarding to your questions:

The syntax for a decorated NAI containing multiple intermediaries will be 
described in 2486bis (Jari Arkko's draft).

Yes, you are correct.  This funcationality needs to be supported by 
intermediary AAAs. This will also be described in 2486bis.

Yes.  First, the order of these options were changed in the latest draft so I 
am answering this questions w.r.t to the previous draft.  In option 1 and 2, 
the network information is conveyed on the initial EAP-Identity Request sent to 
the EAP peer.  So, if the contention becomes a problem if the space already 
contains some vendor specific content.  Where as, in the option 3, the 
mediating network information is conveyed on a subsequent EAP-Identity request 
introduced for this purpose only.
