In option 1 and 2, the network information is conveyed on the initial EAP-Identity Request sent to the EAP peer. So, if the contention becomes a problem if the space already contains some vendor specific content. Where as, in the option 3, the mediating network information is conveyed on a subsequent EAP-Identity request introduced for this purpose only.
