Capwap Mailing List: Issue 26: Bidirectional data transfer

As part of the IETF Last Call, this issue was raised and we addressed
it. The Data Transfer Request can now be initiated by either the WTP or
the AC, and there is now an explicit mechanism to allow the AC to
request crash info, etc. Given we now have a bi-directional mechanism,
this issue can be considered closed and addressed in
draft-ietf-capwap-protocol-specification-12.txt
