Here is the IESG Review Comment:

   E16 - Sections 4.7.10, 4.7.11, 4.7.12, 4.7.13, 4.7.14 (maybe, not
clear what this 
   is, see technical comment), 4.7.15, 4.7.16 are not timers but
time-related 
   configuration variables. The name of section 4.7 needs to be changed

You are correct that 4.7.10 needs to move to section 4.8. However, I
disagree that the rest are not timers. They are all timers.
