Here is the IESG Review Comment:

   E17 - Some of the message diagrams are numbered as Figures, some are
not. For 
   example the diagram at page 14-15 is not numbered, while the one at
page 119 is 
   numbered as Figure 5. Please pick a consistent choice (I prefer
numbering)

I have made the requested change, and use numbering consistently
throughout the spec.
