Subject: [Capwap] vendor specific payloads

In the CAPWAP spec, Vendor Specific Payloads are defined but

nothing is said about which messages can carry these payloads.

 

We should add text to specify that ANY message, including

ECHO Response, EVENT Response etc. can carry Vendor Specific

Payloads. As mentioned in 4.5.1.5, if a WTP or AC receives

a CAPWAP message with a message element that the WTP or AC

does not recognize, the CAPWAP message will be discarded.
