Regarding what will, or won't, be in the 802.11k draft, I think it is a
bit premature to nail that down.  The 802.11k working group has not
completed its first draft, yet.  We (the folks participating in this
dialogue) can have an influence on what goes into 802.11k, if we believe
it is overlooking something.  Dorothy can represent the IETF, as
liaison, and any individual is able to make a submission to 802.11k.
